Bio

Phil Brown is the founder of Brown Counsel, where he advises and defends executives, owners, and entrepreneurs associated with companies of all sizes in connection with business, finance, real estate, employment, and other complex legal issues.  He has tried cases in both state and federal court, conducted arbitrations and mediations, and has handled multiple appeals in the Massachusetts Appeals Court, the Massachusetts Supreme Judicial Court and the First Circuit Court of Appeals.  He is also a certified mediator.

Phil is active in the Boston Bar Association and currently serves as the co-chair of the Solo and Small Firm Forum Steering Committee, Phil is also a fellow in the Boston Bar Foundation Society of Fellows. With a long history of public service, Phil was appointed by Governor Deval Patrick as one of the seven Commissioners to the Massachusetts Public Employee Retirement Administration Commission (also known as “PERAC”), which provides oversight, monitoring and regulation of the 104 public pension systems in the Commonwealth. He serves as the Commission’s elected Chairman and recently served as the Chair of the search committee to select PERAC’s new Executive Director. Phil is active as the Chair of the Community Benefits Committee and as a member of the Executive Committee of the Tufts Medical Center's Board of Governors. Finally, Phil serves as Vice-Chair of the Norwell Zoning Board of Appeals.Before establishing Brown Counsel,

Phil spent over 30 years in Boston-area law firms, first as an associate with Skadden, Arps, Slate, Meagher & Flom and then as a long-time shareholder with Adler Pollock & Sheehan, P.C. Subsequently, he was a Director in Rackemann Sawyer & Brewster, P.C in the firm’s litigation group. He is a graduate of Haverford College, New York University Graduate School of Arts and Sciences (Masters in Politics), and Northeastern University School of Law.
